Trying to figure out the name of a movie I seen a long time ago...?

So I randomly came across a movie on tv, probably late 90's and I have been trying to figure out the name of it since then. I barley remember all of it, I started watching it halfway through, just random bits and pieces, but some main things I remember where it was about a man who d women, and then he goes to jail at the end. I believe it took place in another country, and one scene that stands out in my mind is he s a women wearing a red jumpsuit, and he cuts holes in it before he s her...i know this isnt much detail, but its driving me crazy!
